Building available……………………………………………………………….12:00pm



* -set up podium in middle of stage
* -set up seats on stage for candidates in two sections, one section to the right and one to the left of the podium. Each section consists of a front row of five seats and a rear row of six seats.
* -beginning with the front row seat that is farthest to the left of the podium (facing the audience) and moving to the right, pin to each seat in alphabetical order a candidate’s name tag. When the last front row seat has been so designated, move to the rear row and beginning on the far right continue attaching name tags until the last seat in the rear row (farthest left has been tagged.
* -place a drinking water bottle on each seat.
* -check that the microphones are in place and working
* -on the stage, one at podium, one left of podium and one right of podium
* -on the floor, one at base of left aisle and one at base of right aisle
* -table and two chairs on stage behind candidates for use of timer and assistant, clock, gavel and note pad
* -place reserve signs on seats---reserved for panel (5 seats front row left, facing audience from podium), reserved for press and guests (7 front row center, 5 front row right and 5 front row left).
* -place SRES signs outside of the entrance
* -place table with SRES pamphlets near inside of entrance
* -have extra chairs available to place in unoccupied handicapped seating area
* -signs…washrooms, handicapped seating etc. -small table and chair near entrance with large blue sign indicating that candidates and guest are to "report here" (2 volunteers stationed here)
* -two volunteers at entrance to hand out agendas to EVERYONE that enters (including guests, candidates and volunteers). There are 289 seats, there will be 289 agendas. When all the agendas are gone the doors will be closed to admissions. Extra agendas will be available to replace those given to the candidates, handicapped seating and extra seats placed in the unused handicapped seating area.
* -when all seats are full, place "sorry full/no admission sign on the outside door
* -move table and SRES pamphlets from entrance to a position near the washrooms

All Candidates Meeting called to order…………………………1:30pm to 1:45pm

* -SRES representative calls meeting to order, welcomes guests, candidates and concerned citizens
* -introduces and turns meeting over to moderator

Moderator………………………………………………………….1:35pm to 1:45pm

* -runs through agenda
* -re-affirms that this meeting is concerned with environmental issues only;  there will be other opportunities for the candidates and the public to discuss "roads and planes and trains"
* -explains that, with such a large slate, time is of the essence;  during the time allowed for the candidates' "platform speeches", mayoralty candidates will be allowed 3 ½ minutes and the candidates for council 2 ½  from the time that they are introduced. During the period of time designated as "questions from the panel" and "questions from the floor", the Candidates will have a maximum of 2 ½  minutes from the time the questions are asked to formulate and give their answers. A Timer, located behind the candidates' seating area, will give 2 raps of the gavel to indicate 15 seconds left in the allotted time.
* -moderator, at his discretion, may cut off any candidate that does not obey these time limits
* -moderator introduces candidates in alphabetical order (list to be supplied);  candidates encourage to stand and take a quick bow;  asks audience to hold applause until last candidate has been introduced.

* -moderator will drawing the order from a hat for candidates use of microphone
* -candidates to use microphone in front of their seating area
* -short applause at the end of each candidate’s presentation acceptable but moderator will constrain any extended applause or obviously staged demonstrations.



Break…………………………………………………………………..3:00pm to 3:15pm

(or for 15 minutes after last candidate has spoken)

Prior to the break the moderator will make the candidates aware that during the break the panelists representing the sponsoring societies will be drawing the names of the candidates in attendance from a hat to determine which candidates they will be asking questions of during the "questions from the panel" section of this meeting.

This draw will take place at the timer’s table which is located on the stage behind the candidate’s seating area. Any candidate may attend and supervise this draw.



















Questions from the panel……………………………………………..3:15pm to 4:15pm

* -panel is made up of representatives of the sponsoring societies
* -prior to the meeting the societies will stage a draw amongst themselves to determine the order of the draw for the candidate’s names and the order of the questions to the candidates.
* -for the purpose of this draw the panels will be designated as "panel 1", "panel 2" etc. The candidates seated to the left of the podium will be designated as "candidates A", those seated to the right of the podium will be designated as "candidates B"
* -all the names of candidates A will be put into one hat and the names of candidates B will be put into another hat
* -beginning with panel 1, and continuing in rotation until all the candidate’s names have been drawn each panel will draw 2 names, one from hat A and one from hat B. It is understood that due to an uneven number of candidates in attendance there may have to be an adjustment in the seating prior to the draw to ensure that hats A and B have an equal number of candidate’s names in them.
* -the moderator will be given a list of the candidate’s names drawn by each panel
* -the moderator will be given a list of the questions that each panel intends to ask
* -to try and save as much time as possible, during the panel’s questions to the candidates, the panelists will call upon 2 candidates at a time to come forward for their questions. The first panelist will indicate to the moderator which candidate that they wish to question, i.e. Mr. Moderator, the Salmon River Enhancement Society wishes to ask a question of candidate A and of candidate B. The moderator will then ask candidates A and B to step up to the microphone for their question. The panelist will then direct its question to candidate A and wait for a response, then to candidate B and wait for a response. The first panelist will then sit down and the next panelist in the rotation will repeat the same process until all the candidates have been asked one question.
* -the time allotted for the questions from the panel is 1 hour or that time necessary to ask each candidate their one question.
* -short applause allowed after each question and answer, but no extended ovations.

Questions from the floor………………………………………4:15pm to 5:00pm

(or beginning at the end of the panelists question period)

* -a microphone will be placed at the base of each of the two aisles leading to the seats
* -those wishing to ask a question of the candidates will line up behind either of these two microphones
* -the moderator will acknowledge those waiting to ask a question in rotation, left mic/right mic etc.
* -all questions from the floor must be on environmental issues only
* -the moderator will have sole jurisdiction over the acceptability of all questions from the floor
* -the moderator may close the questions from the floor and wrap up the meeting at any time that it appears that all the questions have been asked and answered.

Wrap up…………………………………………………………5:00pm

The Society and its Associates, in their desire to learn as much about our candidates as possible, are sponsoring an All Candidates Meeting on Environmental Issues.

Please find enclosed your personal invitation to participate in this meeting, a copy of the candidates agenda and a short list of questions that are of the most concern to the Salmon River Society and its members.

ADDENDUM TO AGENDA SENT TO CANDIDATES

In the interest of each candidate receiving as much exposure as possible and to allow the public an opportunity to ascertain the environmental awareness and sensitivities of the candidates, the following will be the Candidates Agenda for this All Candidates Meeting on Environmental Issues.

1. Candidates will be introduced on an individual basis. (order to be drawn by lot).
2. Mayoralty Candidates will have three and one half minutes and Aldermanic Candidates will have two and one half minutes to present a biography of themselves and their platform on environmental issues (time begins with the introduction of each candidate).
3. A panel composed of representatives of The Salmon River Enhancement Society, The Langley Heritage Society, The Langley and Surrey Coalitions of Concerned Citizens and The Nicomekl Enhancement Society will ask the candidates questions on environmental issues that most concern their members. All candidates will be asked at least one question. Where ever possible all questions will be asked in such a manner that they can be answered with a simple Yes or No and a brief explanation (two minutes allowed for each question and answer).
4. The Salmon River Enhancement Society will publish a list of the three major environmental questions that concern its membership (see attached) and ask each candidate for a written response.

From The Salmon River Enhancement Society to the candidates for election to the council of the Township of Langley.

In its desire to learn as much as possible about each candidates awareness to and sensitivities of environmental issues The Salmon River Enhancement Society has prepared a list of three questions that are of a major concern to its members.

These questions are being put to each candidate with a request for a written answer.

It is hoped that the candidates, in doing research for their answers to these questions will learn more about the potential environmental problems facing the citizens of the Township of Langley.

All the questions and their answers will become part of the agenda presented to everyone who attends The Salmon River Enhancement Society and Associates All Candidates Meeting on November 3, 1996.

We ask that each of the questions be answered with a simple YES or NO, and if so desired, a brief explanation of no more than fifty words.

It is understood that for any number of reasons a candidate may decide not to respond to any or all of our questions. If so, on the space provided in the agenda next to that candidate’s name will be recorded "NO RESPONSE".

Now the questions:

-Would you support the mandatory servicing of Septic Tanks within the Township of Langley?

-Would you support the Salmon River being designated as a Langley Township Heritage River?

-Are you in favor of improving the Township of Langley’s water system without the use of Chloramine?
