A.  Issues with ALR applications in general     
1)  Visibility   We need much better notice and public input
2)  We need a firm urban containment boundary
3)  We need long range plans instead of one off applications that don't
conform to zoning and servicing and don't take into account environment and
community. 
4)  Wall and Tuscan precedents not acceptable
i)  removal of part of properties   puts most of ALR "in play"
ii) slush fund  DFO example shows that these processes don't work

B.  Issues with specific ALR Applications in Langley (Salmon River)

1)  Wall property
            Worrisome precedent to set aside part of a property for
development
Likely that this will put a great many ALR properties "in play"
Slush fund" to "improve" agriculture---vague mandate, unrealistic
goals (the Fort Langley floodplain not suitable for high value crops).
"Slow net loss" like DFO. 
90 units on 30 acre when property zoned 20 acre parcel size makes no
sense.

a)  TWU and TOL    many questions left unanswered

Premature until:
i)   floodplain dealt with
ii)  community sorts out long range plan for the
area (including traffic, servicing and other issues)
iii)  where does it stop?

3)  Uplands
a)  Omelainec    not an isolated property as claimed
b)  Tuscan          same problem with partial development as Wall
Premature until:
i)  floodplain dealt with
ii) conflict between one acre zoning and ALR status
resolved
ii)  community sorts out long range plan for the
area
iii) water issues dealt with and moratorium on
development lifted
